Cambi is supplying two thermal hydrolysis process (THP) systems for the Blackburn BIO Treatment Centre in Lancashire, as part of United Utilities’ long-term programme to modernise sludge treatment and increase renewable energy production.

Delivered in partnership with Kier Integrated Services Limited, the project supports the transition towards centralised, efficient treatment hubs across north-west England.

United Utilities is consolidating ageing sludge treatment assets into fewer, larger regional hubs. This approach reduces methane emissions, improves operational efficiency, and supports compliance with the Industrial Emissions Directive.

At Blackburn, thermal hydrolysis will strengthen the site’s role as a regional digestion hub. More than half of the sludge treated at the facility will be imported from other sites, increasing flexibility across the network.

The Blackburn project is part of a broader bioresources programme delivered through United Utilities’ Enterprise model, bringing together multiple partners to ensure efficient execution.

It is one of two parallel projects, alongside Ellesmere Port, sharing aligned scope and timelines to streamline delivery and maximise value.

United Utilities serves over seven million people and thousands of businesses across north-west England. The Blackburn wastewater treatment works currently serves a population equivalent of around 400,000 and has a long history of sludge digestion with biogas recovery.

The addition of thermal hydrolysis builds on this foundation, increasing energy recovery while supporting more sustainable sludge management.

Equipment delivery is scheduled for late 2027, with operations starting in 2028.
